The whole process of developing Participatory Natural
Resources Management system involves three important
stages: Investigation, Negotiation and
Implementation.
Investigation: gathering information about the resources, developing
understandings of the resources uses, users and
other stakeholders; establishing appropriate forest
management group - Community Based Organisations (CBOs);
and assessment and mapping of resources.
Negotiation: negotiation and signing /agreeing of resources management
plans (detailing resources management activities);
negotiation and signing of resources management
agreements (specifying roles, responsibilities and
rules).
Implementation:
implementation of the resources management plan; adherence
to the resources management agreement by community
resources management groups supported by government;
joint plan and agreement reviews and revision as
part of monitoring and evaluation system.
